J1772EVCharger

Overview
This is an attempt to see if it's even possible to create your own SAE J1772 electric vehicle charging station.
Here is the competition: The store-bought Level 2 30 Amp 220/240 Volt wall mount charger that charges a Chevy Volt from completely dead to full in about 4 hours instead of the 8-9 hours on a Level 1 110/120 Volt charger: http://www.lowes.com/pd_382390-296-EV2430WS_0__?productId=3585682&Ntt=electric+car&pl=1¤tURL=%2Fpl__0__s%3FNtt%3Delectric%2Bcar&facetInfo=
and
It's MSRP is $800. Can we make it with a total lower cost than this? Can we make it so cheap that it is worth the time to actually make it ourselves?
Notes
Need to add a feature to the charging station to "reserve" the parking spot. Put a blinking light or spinning light on it to show that an electric car driver is on their way to charge there. That way, regular gas cars know not to park there since someone is on their way to charge there! Otherwise if the light is off then it's OK to park there. This can be done through a web or SMS enabled service an EV driver can log in and reserve the space before they get there.
The J1772 plug itself is about $170. $230-250 with 6-8 meters of high current cable. http://www.tucsonev.com/

These might be the easiest way to do this by just following someone else's instructions! :)
