Please refer to Article III section 1 where it says board members vote on proposals. This proposal is not open even for review yet, nor can you vote on it.

* Why does this have to be a proposal?  It sounds more like a project and the setup is done so that no permanent modification to the shop occurs.  This sounds like something worth getting under way and I do not see why it must be held in vote.
